The Bengaluru Development Authority (BDA) is likely to lose Rs 700 crore in revenue if it gives 340 sites to MPs, MLAs and MLCs as announced by Chief Minister B.S. Yeddyurappa, says B.M. Shivakumar, president of Jayaprakash Narayan Vichara Vedike.
Mr Yeddyurappa has announced that he will be using his discretionary powers to distribute 340 sites among members of the state legislature and MPs. The Chief Minister is empowered to sanction a site of any dimension in any layout to people of his choice.
"Instead of allotting a large number of sites to political representatives only a certain percentage should be given to them. The remaining sites should be auctioned to earn the BDA more revenue. The Chief Minister should draw up an eligibility criterion for allotting the sites, which should not be given to those who already own a house in Bengaluru," Mr Shivakumar adds. According to him, the BDA has miserably failed in forming residential layouts and allotting sites to the public.
Over the last 12 years, between 1997 and 2009, only 923 sites had been allotted. "When scores of people are waiting for the BDA to allot them sites. Mr Yeddyurappa is on a site allotting spree among politicians instead of expediting the formation of layouts in the city for the people," Mr Shivakumar regrets.
Of the five layouts, planned recently, only two, Kempe Gowda Layout and Shivarama Karanth Layout, have been approved, according to him.
The BDA will stand to lose huge revenue if politicians corner so many sites, he warns, pointing out that a site in Koramangala costs Rs 10,000 per sq. ft , while a site in Sadashivnagar costs Rs 15,000 per sq.ft. BDA officers, however, contend the chief minister has a discretionary quota and cannot be questioned about who he chooses to allot the sites to.
